South Africa’s skills development landscape is evolving towards more practical, workplace-focused learning. Can organisations still enrol learners into Legacy qualifications?
Yes. Selected Legacy qualifications remain available for enrolment. Our currently available Legacy programmes are listed on this page.

Do QCTO learnerships include exams and external assessments?
Yes. Many QCTO-aligned programmes include formal external assessments or examinations designed to evaluate practical competence, applied learning, and workplace readiness. This creates a stronger focus on real-world capability and occupational performance.
Are QCTO programmes longer than Legacy qualifications?
Occupational programmes may have longer durations due to the inclusion of structured workplace learning, practical training components, and integrated assessments. These programmes are designed to build deeper workplace competence and long-term learner employability. Each qualification has a duration dependent on the content of the qualification.
Are the QCTO levels higher than Legacy programmes?
The intent is to cover all NQF levels within QCTO qualifications. However, due to the course range available through QCTO, the variety of options at lower qualification levels remains limited. Most occupational qualifications are also positioned at higher NQF levels compared to previous Legacy programmes. This reflects the increased depth of learning, practical application, and occupational outcomes required within the new framework.
